ICCF World Zone Regulations

  1. SECTION 1 – STATUS, PRINCIPLES AND AIMS

1.1. ICCF World Zone is the organization for correspondence chess that joins the national correspondence chess federations not affiliated to another ICCF zone.  Recognising the nature of modern correspondence chess, there are no geographical requirements for ICCF World Zone members.

1.2. ICCF World Zone is a democratic organization that completely supports the principles stated in the ICCF Statutes.

1.3. There are no membership fees for ICCF World Zone.  The financial commitment of member federations is limited to tournament entry fees.

1.4. The aims of ICCF World Zone are to organize and develop international correspondence chess in countries not affiliated to another ICCF zone and to promote its practice in those countries who are not yet ICCF members.

1.5. ICCF World Zone organizes Championships, both individual and team, and also promotional tournaments. ICCF World Zone also fields representative teams in team tournaments organized or authorized by ICCF and can also organize such tournaments.

1.6. English is the working language of ICCF World Zone. In instances where divergences may occur in documents issued in more than one official ICCF language, the English version shall be considered to be authoritative.

1.7. ICCF World Zone has its own emblem.

  1. SECTION 2 – ICCF WORLD ZONE MEMBERS, THEIR RIGHTS AND DUTIES

2.1. ICCF World Zone members are those national correspondence chess federations not affiliated to another ICCF zone.

2.2. A national federation which is not a member of ICCF or which belongs in another ICCF Zone may not hold membership of ICCF World Zone.

2.3. Players from countries which are not ICCF members may apply to compete in ICCF World Zone individual tournaments.

2.4. Any ICCF member federation who is suspended or expelled by ICCF automatically forfeits any membership of ICCF World Zone.

2.5. Membership may be suspended of any national federation which fails to meet its financial obligations to ICCF World Zone.

2.6. Member federations hold the right to nominate representatives or proxies who may attend and vote in ICCF World Zone meetings.

2.7. If not otherwise stated by a national federation, its official delegate to ICCF is automatically its official delegate to ICCF World Zone, with the same rights and duties.

  1. SECTION 3 – STRUCTURE OF ICCF WORLD ZONE

3.1. The Senior Officers of ICCF World Zone are the Zonal Director, the Deputy Zonal Director, the International Development Officer, the Finance Director, the Tournament Director and the Auditor.

3.1.1. The Zonal Director is elected in accordance with ICCF Statutes. He or she is responsible to ICCF for all zonal activities, including the organization of individual and team championships. The Zonal Director may delegate some of his or her tasks to other officers.

3.1.2. The Deputy Zonal Director shall be appointed by the Zonal Director. His or her appointment is effective 15 days after the Zonal Director’s official announcement to member federations, unless if during this period a majority of the member federations submit any written objection to the appointment. The Deputy Zonal Director shall collaborate with the Zonal Director and shall replace him or her during any period of absence. The Zonal Director may dismiss the Deputy Zonal Director only in exceptional circumstances which must be fully explained to the member federations.

3.1.3. The International Development Officer shall be appointed by the Zonal Director. His or her appointment is effective 15 days after the Zonal Director’s official announcement to member federations, unless if during this period a majority of the member federations submit any written objection to the appointment. The International Development Officer shall be responsible for promoting correspondence chess in countries of the world (other than countries geographically located in continental Europe) not already affiliated to ICCF. The Zonal Director may dismiss the International Development Officer only in exceptional circumstances which must be fully explained to the member federations.

3.1.4. The Finance Director shall be appointed by the Zonal Director in consultation with the Deputy Zonal Director. His or her appointment is effective 15 days after the Zonal Director’s official announcement to member federations, unless if during this period a majority of the member federations submit any written objection to the appointment. The Finance Director shall be responsible for all financial matters and shall annually provide the Auditor with the financial accounts, statements and any other information pertaining to ICCF World Zone accounts for their audit; he or she shall also prepare and distribute annually detailed financial reports to the members. He or she shall be responsible for the collection of fees from member federations and shall maintain contact with the ICCF Finance Director. The Finance Director may submit proposals to ICCF World Zone to suspend membership of any member federations who fail to fulfil their financial obligations to ICCF World Zone. The Zonal Director may dismiss the Finance Director only in exceptional circumstances which must be fully explained to the member federations.

3.1.5. The Tournament Director shall be appointed and by the Zonal Director in consultation with the Deputy Zonal Director. He or she shall be responsible for the organization and the management of the Zonal Promotional Tournaments and, subject to the approval of the other senior officials of ICCF World Zone, may appoint Tournament Directors for the various ICCF World Zone tournaments.

3.1.6. The Annual General Meeting of ICCF World Zone shall appoint an Auditor who shall normally be the Auditor of ICCF. The Auditor shall be responsible to the Member Federations for the audit of ICCF World Zone accounts and financial statements and shall provide a yearly report.

3.2. The ICCF World Zone Meeting may appoint the chairmen of the Appeals Commission (Playing Rules), Appeals Commission (Other ICCF Rules) and Arbitration Commission. If the Meeting does not appoint one or more of these, the chairmen of the analogous ICCF Commissions will also act as chairmen of the ICCF World Zone Commissions.

  1. SECTION 4 – THE MEETING

4.1. The ICCF World Zone Meeting will be held during the ICCF Congress.

4.2. The voting members at the Meeting are the official delegates of the affiliated member federations.

4.3. Proxies may be conferred to an ICCF World Zone member federation or to an ICCF World Zone Senior Officer (with exception of the Auditor). ICCF Senior Officers have no right to a personal vote. Unless a member federation decides otherwise, a proxy for the ICCF Congress, conferred to an ICCF World Zone member, is automatically valid for the ICCF World Zone Meeting. Proxies conferred to a federation from another ICCF zone or an ICCF Honorary Member are not valid for ICCF World Zone Meeting.

4.4. Member Federation have the right to send written voting declarations on single items. Such written declarations are pre-eminent on the proxy.

4.5. Each voting member has one vote. In any case, no person may register more than three votes in total.

4.6. Unless other agreed, a simple majority vote is required to decide any resolution. If required, the Zonal Director (or, in his absence, the Deputy Zonal Director) shall exercise the casting vote.

4.7. Member Federations may submit proposals relating to the Agenda of the Meeting to the Zonal Director not less than 45 days before the scheduled date of the Meeting. The Zonal Director will distribute details of the Agenda of the Meeting to the member federations not less than 30 days before the scheduled opening of the ICCF Congress.

4.8. In exceptional circumstances during the year, the Zonal Director may call for a vote to be conducted by electronically. Subject to the agreement of at least one-third of the member federations, such a procedure may also be requested by a member federation and will be arranged by the Zonal Director.

4.9. In instances of votes conducted electronically, votes should be submitted to the Zonal Director, with the exception of secret ballots when votes should be submitted to the Auditor. Secret ballots are mandatory for elections or if they have been requested by at least one-third of the member federations.

  1. SECTION 5 – OTHER MATTERS

5.1. ICCF Statutes, if applicable, are valid for any other matter not included in this Regulation. 5.2. Changes to the Regulation require the approval of the majority of the member federations.
